Has the USDA looked at shifting dollars from subsidy/support programs to healthy eating and nutrition programs? If this has been looked into, what would it take to actually shift dollars out into eating and nutrition programs?

From what I understand, a larger portion of the so-called "Farm Bill" goes to Nutrition Programs than it does to any actual Farm related programs.
I think close to 80% of the funding for the farm program currently goes to nutrition programs. Only around 14% of the farm program currently goes to farm subsidy/support programs.
