You can get a pretty good idea of the ruling by going to Mike Callicrates website. For a while he had the document posted, if not you can find it on the enforcement action page for the Kansas EPA office. He was in violation of a whole list of permit items including not routing storm water that fell on the CAFO open feed storage which included silage and distillers grain into the lagoon. If it feeds bacteria in the rumen, it can feed bacteria in the stream or ground water.
